It is made up to look like a paid ad. Some people might click on it thinking they are going to earn 2 cents based on where the banner is placed in the paid ad section when really it is just a banner

I'm not sure if that was the purpose. He or she may have just wanted to show what was possible if one becomes a member of the program. I'd think most marketers or PTC members would know you don't get paid for clicking on an ad unless you become a member?

You should get a screenshot of the page on which it was placed.. wasn't it in a separate section than normal PTC ads?

no It was on the view ads page in the banner spot right below the fixed ads. Experienced clicker would probably realize it wasn't an ad but newbies would be fooled by it I think. This is the logged out version:

Right below the fixed ads section there is a spot for banners. The background blends in with the page so it just looks like another fixed ad
